It's in any sense of the word, really. To put it another way, when a tiny stack has already folded with .5X/X blinds on the bubble, if everyone plays correctly (ie, he pushes and the medium stacks fold) the big stack is essentially worth (his stack) + 1.5X chips. If this goes on for a few hands, he's worth as much as twice his stack.
