There are many places that will take the jackpot dollar and let a short game play for the jackpot. This business of it having to be a full rake game to play for the jackpot seems to be limited to MS. When I lived in Vegas a common low limit rake adjsutemnt 4 or 5 handed was "no rake, take the JP $1 if you want to play for that."
