At eurowid.org they talk about this a bit. The basically say that as long as a police officer doesn't have probable cause to do a search he can't do it, and that includes bringing out the dogs. Two ways to get around this (to avoid giving them probable cause while denying permission) is to say that you're tired and would like to go home, or saying that you are afraid of dogs.
