Does nobody else see the problem that his winrate is only 1.88BB/100. I don't particularly like moving up in limits when you are just barely beating your current limit. Of course it could work very well and my expectations for winrate might be too high. I would however like to see a winrate of at least 2.0 before moving up especially if he is plaing at Party or another fish farm.
