You are factually incorrect. I am an Empire affiliate, and I can create unlimited numbers of new trackers. Empire has affiliate programs through a few different companies, I believe. Some of those companies may not let their affiliates create new trackers. But some of them certainly do.
I hesitated to post this, but I don't want people to be led astray by people who don't know what they are talking about.
