Ok, in Vegas here are a few options for really low limits:

1) Luxor has a $1-2 game after Poker lessions at 2 pm. Probably the cheapest game you'll find, and you get about 30 minutes of lessions just so you don't look foolish if you've never been to a casino poker table before. They have some cheap NL tournaments as well which may be good to help you get up to speed.

2) Excallibur has a 1-3 spread game. I don't care for the casino (smokey), but apparently, they also have some low dollar NL stuff as well.

3) Flamingo/Luxor/Imperial Palace/Palms/Binions have regular $2-4 limit games. Binions/Palms were the nicest poker room to look at of these, and may be worth the cab fare if you are staying on the strip just to see them anyway... but alas, yes, cab fare may be about $20-40 round-trip, which will probably eat substantially into poker winnings..

4) Mirage has low dollar satellites (~$20) for their NL tournaments which should give you good cheap practice. The regular low tables I believe are $3-6. Mandalay Bay and Bellagio are commonly at $4-8 as I recall.

5) I'd say at $2-4, you probably need to put down no more than $100. Most places have a minimum of about $40, but that probably is too low since one bad beat will knock you down about $20-30 even at $2-4. I think $100 will last you quite a while at these limits... and should cover a few bad hands.
