I see this all the time. Usually it's about 50-50 between a player that thinks he's being clever and deceptive (and actually has something like TP) and a player that's just having fun and isn't all that concerned about preserving the sanctity of the game.

Usually there are enough deceptive players around that no one will believe the guy anyway, and the "fun" atmosphere that it creates more than outweighs any potential harm. Remember that a lot of low-limit players don't really see poker as a predatory game of skill - to them its just another form of gambling where you all throw your chips in the middle and see who's hand ends up best.

I'm sure if you complained to the dealer he'd tell this guy to STFU, but you'd almost definately cost yourself money by doing that - you're in a 3-6 game, after all, don't be that guy that wants to play "serious" poker when everyone else is just having fun.
