Here is another clause giving the President the power:

Exception to needing the Governor's permission for the President to Federal National Guard Troops includes preventing the loss of life or property during serious disturbances or calamities , and protecting Federal property and governmental functions.

Here is something else he DIDN'T do:

In addition to Guard help, the federal government could have activated, but did not, a major air support plan under a pre-existing contract with airlines. The program, called Civilian Reserve Air Fleet, lets the government quickly put private cargo and passenger planes into service.

So, not only could he send in the National Guard, federalize the State's own National Guard, send in the 82nd Airborne (which was actually anticipating the order and was waiting), he can also start seizing and using private property (private cargo and passenger planes).
