Reads help a lot here. if he i aggressive, a hand 88 will due this a lot. He could definitly have a set, but i think this is a free showdown play a lot as well. Personally, i would 3 bet, but it's really a matter of reads here. You could also call and donk bet the river.

Just curious, if you're relatively new to limit, why start here? The pasrty games are eaiser and there is plenty of money to be made there.
