I would fold on the flop against most opponents. He's probably got either a Ten, or a straight draw, which may include 2 overs, meaning you're about even money. The pot is small enough that you won't be leaving too much on the table if you do fold a better hand, or would have improved. As it stands, I think you made the right play on the turn and river. All you can beat on the river is a QJ that continued his semi-bluff the whole way.
