Please elaborate, I don't get it. Plenty of private and foreign investment in the U.S. The overwhelming majority of business activity in the U.S. is initiated by entities that aren't government owned. To me the state ownershipo of businesses is an undesireable thing.
Regarding Iraqi oil, my preference would be the formulation of a publicly traded enterprise where ownership was distributed "equally" among Iraqis. What equally means is open to debate. In this way Iraqis could sell their shares as they wished and receive dividends for the shares they keep.
