Yep crime rates are down but are there less criminals per capita? Crime rates and the rates of detention are inversely correlated i.e. as the crime rate has fallen incarcerations have increased. The problem with this is that if the number of criminals continues to rise then more and more people will be incarcerated and I presume there's some limit on how many we can incarcerate.
