This is a horrible rule as it leads to angle shooting.

Board J8722

Player 1 flips over queens, saying "I've got queens here" or some such.
Angle Shooter flips AJ saying "I've got two pair jacks and twos, I win. You didn't declare the twos on the board."
Player one explodes and a huge argument exposes.

Really, anything other than cards speak encourages angle shooting.
