Hm... I guess I left out lower pocket pairs, but I think they still fit in decently with the hands where your brother is a 70+% favorite, though he would have been more of a favorite in this case. I think your brother plays very weak and the $40 bet signals someone trying to protect their hand, especially at 1/2 where most people's play is fairly transparent.
Also, I'm quite aware of how live small stakes NL is played. As such your brother should have bet $15 because they'd call it, which would have made the decision to push the flop even easier. You should tell your brother that he hates money.
