Both Celeron and Pentium 4 are based on same Core. However there are some differences.

1. Cache - Celeron chips has less L2 Cache. This can have a big effect on performance.

2. Bus Speed - Maximum bus speed allowed by the chips is different.

3. Price - Celeron is cheaper.

The smaller L2 Cache and lower allowable bus speed can have a significant effect on performance. But this depends on the kind of application you use.

If you use you PC to browse internet, play poker and read e-mail, Celeron will do just fine.

If you use your PC to do gaming, image editing (photoshop), software developement (compiling, etc) you will notice the difference. That is not to say that Celeron processor will not be able to support these tasks, it will just be slower.
