You are correct, you can call C code with JNI, though I have never done it.
If you want, PM your email and I can send you the poker code I have developed in Java, nothing too fancy but something to work from in the interim. Right now I am working on getting a framework in place that will allow tripple draw agents to play each other. (That's not something I will send you right now since it is not even to the point I would call skeletal yet, but when it is I'll be happy to share.) There is an ace to five tool that may be slightly helpful, but is pretty crude atm (and I have not real plan to go back to it any time soon, I wrote it about a year ago).
