For me, JTo is an ok playable hand, I'd rather play it in position, and I'd rather have the momentum on the flop. Raising hopefully folds out the button, and lets me play it against the blinds with the iniative and position. It's a good spot. Limping in, having the button overlimp and then seeing a flop threehanded without momentum or position is not as attractive. And if button raises I obviously have to fold.
