Rules really don't matter that much, even a bad rule game can be beat, if they deal deep enough into the shoe.
Penetration is the key.
The deeper the casino deals the more hands the casino gets in per hour. The more time spent shuffling, the less hands per hour to take money from the suckers. So the casino has a vested interest to deal deeply in the shoe to keep grinding away at the non-counters, instead of letting them sit back, with their money in their pockets, watching the dealer shuffle.
The continious shuffler machine would kill this, but the "online is rigged" crowd shys away from the machines and they have not caught on, plus the casino was eating a lot of expense in the machines.
Using shuffler machines, where decks are switched in and out, has certainly hurt but there is still down time associated with this operation.
