Well the first bet is just 1/4 and the raise is a raise you would do with AK/AQ 2/3 of the pot. So i cant say it shows that much strenght. I would say its just like one of them would bet the pot as first one to act.

How do you think he would have played JJ?
I don't see the weakness necessary to rule out JJ. Do you?
Is JJ the most likely hand here? Certainly not.
