Resorts $20-40 used to play like PP $3-6, but it doesn't anymore. Partly because $3/6 got stronger and the $20 game got softer.

True. Actually the 20 is usually a much better game than the 10, definitely alot fewer rocks in that game. Also the 20 list is usually shorter so action players will play in the bigger game.
