I've never watched an episode of L&O:SVU but I'll comment anyway. What I think peachy is getting at is that the guy can't control what he is attracted to. Do you have a kink? Could you chage that? Could you change your sexual orientation? Some will judge those with these attractions very harshly when the existence of these desires are out of the person's control. A person is more than their sexual fantasies.
On the other hand those who do have these desires certainly have the responsibility never to act on them no matter how much they wish to. In this specific case it's worth pointing out that this guy wasn't exactly leading a life of stifling his desires. He had home video of a sexual assualt of a sleeping woman and child porn on polaroids. He sounds pretty dangerous and definitely should have been reported. Still a dick move.
