Small pairs thrive on implied odds. With small pairs you are really hoping to flop a set. If you don't you usually will fold. You are correct in that you are roughly an 8-1 dog to flop a set when holding a pair. However, if you can get about 5-1 on your money preflop, then the small pair is probably playable. The reason is that if you do hit your set, you figure that you can make up the 3 sb that you are short preflop, with bets you will collect on the flop, turn and river. Anything you make beyond the 3sb on later streets is your "profit" or overlay. If your opponents are poor and they tend to chase too much, then you can likely play small pairs getting less than 5-1 preflop, since they will be more likely to pay you off if you do hit your set.

It appears you are looking for immediate pot odds to justify playing your small pairs, which is very unlikely to happen. With a small pair you don't mind "overpaying" a little preflop, because if you hit your set, your preflop invesetment will be paid back in full plus some.
