The third man walking rule is actually a third man to miss the big blind. 3 guys can all get up at the same time whenever they want. If the third guy misses the big blind and there is a list, his chips "may" be picked up and he/she will be replaced with the next person on the list and that person will be added to the bottom (or top depending on room) of that list.

That's not my understanding of the rule. It always seems to come into play as soon as the third person gets ready to walk.
