Most dealers would say something like, "Are you sure, his hand is still live if I turn it over" upon hearing this request from the pot winner. But anyway, what he said is correct...if the winner requests, hand is live, if another player requests, hand is tapped dead.

And just to clarify this point it is the act of a player (winner or loser asking) asking and then the dealer turning it up that makes it live or dead. Three examples:
(1) Apparent winner asks to see the hand, dealer taps the muck, and then turns it up : live hand.
(2) Loser asks to see the hand dealer turns it up without tapping the muck: dead hand.
(3) Loser asks to see the hand player picks it back up and turns it over himslef : live hand.
The tapping the muck is a ritual to make it clear to everyoen what is happening, but if the delaer forgets to do it (or does it when he isn't suppsoed to) it does not affect the outcome of the hand.
