My understanding is no - you don't lower your cold-calling standards, rather lower your 3-bet standards in an attempt to isolate him.
For example, something like AQo that might be a sketchy cold-call against a normal player is an easy reraise in this situation. I still toss weak offsuit broadways like KT.
The thing I wonder about is a hand like 44. Say Villain raises in EP and it's folded to you in the CO. Calling seems wrong, but raising seems over-aggressive. Then, folding makes me feel weak-tight.
