You raised pf so you can reraise here without giving away too much information. This is hu on a dry flop with only one broadway card, the sb betting into you can be any pair trying to figure out if he's hand is good, if you raise and he calls you can always check behind on the turn and keep the pot small without risking anything in terms of freecards.
If he has you beat raising the flop doesn't cost you much either since the bet you put in on the flop you save on the turn.
