What you describe would be "European No Hole Card" basic strategy, where the dealer doesn't take a hole card (and therefore you don't know if they are going to have a blackjack) until after the player plays his hand (and if the dealer does get a blackjack they take all bets).
In such a case, you would never double down or split against an Ace or Ten except for A,A vs T. All other plays remain the same.
If the dealer only takes your original bet in case of blackjack, and pushes any double down or split additional bets, then everything remains the same.
