I agree, the penalty should only be assessed if it's obviously intentional, otherwise at most a warning should have been giving.

I feel that when you're the floor you should generally NOT be looking to hand out penalties in tournaments for petty bullcrap. [img]/images/graemlins/grin.gif[/img]
