greenstein is commenting about live play. its a whole different ballgame compared to online.

players dont fold online. if they do then you adjust. if you think theyll fold to the turn raise then raising the river makes sense, but its probably better to 3bet the flop instead unless you forsee them folding there as well.

the problem is that most players online who are going to fold to a turn raise will often check the river. they fold to the turn raise because their pairs suck, not because they make excellent laydowns. if their pairs suck they often dont see value in betting the river because they arent good enough to value bet vs ace high. bad cards could hit the river scaring them into checking.

if you want to talk about playing against good players then this concept of waiting until the river to raise because they fold the turn to you is too blanket. waiting till the river to raise is fine in alot of situations when you think theyll fold to the turn raise but fire another bet on the river. this situation isnt as simple as youd like to make it when playing against smart, good players because it depends on more variables including history between you guys.
