I think I'd go ahead and raise. If you're losing to SB, which is of course entirely possible, you might at least be able to make up for it by getting a bet out of UTG+1 on the river. Plus, you might be ahead of SB, and it's possible he's playing looser than usual, given his short-stack. Also, his flop checkraise indicates to me that he might also have a vulnerable made hand (which you may beat or at least tie), since that checkraise faced the remaining players with two cold.
