Theory of Poker and Super Systems are great books, but they don't help you that much at the lower games because they teach you how to play against decent competition.

KenProspero has good advice:

Start by reading WLLH.
Once you're done with it, play 2-3K hands.
Re-read WLLH and relate it to your experience.
Play another 2-3K hands and start applying your new knowledge.
Then read SSHE.
Play another 2-3K hands, plugging holes.
Wash, rinse, repeat.

Save TOP, SS, HPfAP, and MLHP till you are ready to move up to $1/2 and $2/4 online. They can be over bearing if you're not ready for them and some of the tactics don't work at the lower leves against the weaker players.

btw - Once you're ready, I'd go with TOP, HPfAP, SS, and then MLHP in that order.
