Default fold the flop or bet the turn?

I'm not happy with how I played this hand, but I'm not sure what the best line would be. Middle stages of a $30 Party MTT. Villain is very LAG, raising pre-flop and betting many flops.

Like I said, Villain has been raising lots of pots. Almost always bets out on the flop. I decide to call the flop with second pair. After the turn check, I guess I was worried about a check-raise given that I'd often seen Villain bet out on the turn as well.

Questions -
1 - dumb to call the flop if I'm not going to bet the turn? what can I hope for, that it's checked down? is 200 enough to bet on the turn or is that just asking for a check-raise?
2 - am I seeing monsters under the bed to think that villain has KQ here? it seems to fit with the min-raise pre-flop and bet on the flop. although he could just as easily had A-T or crap.

any thoughts appreciated.
