I have a set of 700 too and my distribution works pretty well.

100 white (wish I would have made these blue though)
200 red
200 green
100 black
100 purple

You could probably change 50 purples for greens or whites too.

Edit: I just have labels with pictures on (the Scooby-Doo crew) and no number denominations so we can use them for whatever value we need.
