The best two books to read that discuss starting hands and PLO in general are Omaha Hold Em Poker: The Action Game by Caffione and the PLO section in PL/NL caffione/rueben. Also, you might want to read the Omaha articles
here and
here.
As far as I hand converter I've actually been just submitting the hand at pokerhand.org. Then there is a "forum converter" option and though it says it doesn't work for anything but HE I've found it usually looks pretty good and I can just manually clean it up a little.
