I don't play on Stars much but I believe you're referring to tournaments in which the blinds increase faster and thus turn a game of skill into a shootout of luck. The quick raising of the blinds do not allow players who wait to pick their spots the time to do so. It forces everyone to play other and more hands and, IMO, is -EV.

Maybe this is what they mean on Stars, but this isn't the traditional meaning of a shootout.
