That's sort of the idea. Hopefully this will slow down the rate of these annoying posts.
I think a good addition to the picture requirement is that you must be in the picture yourself. If you are not in the OOT photo directory you must also provide a picture of you in front of 2+2 signed in on your name. You can never be too careful.

I think they should also be required to be crossing their eyes and holding an apple in their teeth while giving the "WESTSIIIIDE" hand symbol. For humor's sake.
