If you throw in multiple chips without announcing a raise then the dealer will look at what you threw in and determine if it is a raise or not. In many casinos a raise would be declared if you threw in at least half a minimum raise and you would be forced to put in the rest to make it a legal raise. In other casinos a raise would not be declared unless the full minimum raise had been thrown into the pot. Anything short of the full minimum would be returned to the player and a "call" would be declared.
