I don't think this is a mandatory call, especially with 64o.
If the all-in were smaller, then perhaps you could, but as it stands, you are being asked to call 2:1 odds with a hand that is probably a 3:1 or greater dog and the BB still to act behind you.
The BB has the odds to call since he is getting better than 3:1, even if you ignore the 'duty' aspect.
