Do you want the general meaning or specific dividing lines? I understand "smooth" in lowball to mean that everything after your high card is uncommonly low, and "rough" to be the opposite.

E.g. Rough eight: 8, 7, 6, 4, 2 (This would lose to most opposing eights, but beat even a smooth nine.)
Smooth nine: 9, 6, 4, 3, 2 (This would beat most opposing nines, but lose to even a rough eight.)

Hope this helps. But I know very little about lowball, especially KC/2-7, so I wouldn't be much help in telling you where to draw those lines. If you don't get an answer here you may want to try the Other Poker forum.
