I agree with most of the responses that it's not too suspicious, but I agree with the OP that it's mildly incompetant. Not obscenely incompetent for a first-time administrative problem, but mildly so.

I see no reason for anyone to jump on the OP's case. Apparently you are all content with people accounting for your money with malleable numbers.
