In live mtts (at least the larger ones), the final chip stacks are so much larger than the original chip stacks that there would be millions of green $25 chips if they didn't get rid of them, so they go around the tables and replace them with higher denominations. I'm guessing it's called a race because they have to do it during a break and thus very quickly.
