If I read your post correctly, you are in last position on the flop, with third pair, and it is checked to you.

I think that you have to bet here. First, you might win the pot. Secondly if you get checkraised, you have information on the cheap street, so you won't have to call bets on the expensive streets. Finally, there are a lot of straight draws out there, and with a tiny pot, players might not call with the gutshot draws, so you make it more likely that you will win the hand, or if you are going to win the pot, you will make it bigger. Additionally, the gutshot draws might also include overcards to your pair, so eliminating them improves your chance of winning.

On the river, it certainly looks like your opponent who bet the turn was betting a pair of sevens, and he may very well pay you off on the river if you bet.
