They are more and more popular these days.
Whether they are or aren't covering the crack they are pretty unflattering and seem designed to make the ass look as flat as possible (without being completely over-sized and baggy).
There's also some skirts out there that are kind of ruffled on the bottom that I've been seeing more of the past few months.
