No VIP or Gold status or whatever needed on Party. No fees either. Minimum I believe is $50 and you need to keep at least $50 in your account. I transfered a bunch of money and never had any problems. Unless one of my friends tried to cash it out right away, but you know about that.

Not sure about Stars though, havent made any transfers there. I wouldnt assume there are any restrictions on who can make the transfer though.
