I'm fairly new to PLO8, but in PLO with a fairly deep stack, I never go to war and get it all in on the flop with bottom 2 pair. Yes, you have a backdoor low draw, but its counterfietable, only hits about 20% of the time, and only wins half or a quarter of the pot. It amounts to about 10% pot equity at most. So, if you are behind on high, it's not enough to turn a fold into a call or a call into a raise.

In hindsight, it seems that your best chance to scoop this pot would have been to call the flop and turn, and bet the pot on the river once the low and possible straight hit. Now he no longer has the nuts, can only win half the pot by calling a pot sized bet, and will get scooped with any straight.

Badger's advice about having money left to bet a scare card on the river seems to apply here.
