These are some of the times that I re-raise:
1. When it's heads-up against a weak/tight player and I'm bluffing. It tends to scare them into believing that their really good hand is not so good after all so that (hopefully) they will fold.
2. Against an overly aggressive player when I have the nuts. An aggro player will usually feel compelled to stay in the pot due to his ego and his unwillingness to let go of all the chips that he has invested in that hand, so I re-raising to get more chips in the pot.

These are just a couple of examples when re-raising is good. Position and opponent's style of play are two important considerations. Good luck.
