Default Getting paid off in this common situation

This situation has happened to me quite a few times and it's almost always frustrating and difficult for me. I'll be the button or LP in a multi-handed pot. I'll flop a monster hand like a set on a draw-heavy board. Everyone will check to the player on my right who, probably having the draw, will bet a small amount like $1 into a $5 pot. When I raise, everyone will usually fold, but I usually would get 1 or 2 callers if I were the first to bet. The reraise seems to terrify people who would normally have called a pot or 3/4 pot bet. What do I do here, give them correct drawing odds and hope they miss or I get a full house? Raise to only $2 or $3? Just continue to deny them odds and hope to get paid off enough those rare times I do get called?
