He didn't wanna get blown off the hand by a big re-raise. This is covered fairly extensively in TPFAP. His hand wasn't good enough to withstand a big re-raise, but not poor enough to make it an easy fold.

On the other hand if the stacks were the right sizes he could come over the top with an all-in re-raise with a big overlay + fold equity. Of course given it's poker on TV we have no idea if this was the case or not.
