Credit/blame is always assigned by the party/person(s) according to the point being made. That's what our system has become.

Yeah, House originates, Senate refines, President signs off on. Along the way everybody gets their pet projects/supporters taken care of.

In the final analysis, though, GWB does have to assume final responsibility. He did sign off rather than veto. Call it pragamatics of the office/politics, whatever. But he has signed every spending bill he's received.
