Name the columns A to I, and number the rows 1 to 9. Cell B7 can only be 6 or 9; E7 can only be 4 or 6; I7 can only be 4 or 9. That accounts for the 4, 6, & 9 for that row. So since C7 can only be 2 or 6, and the 6 has to be in one of the other three cells mentioned, C7 has to be the 2.
